Ali Ruhi Efendi, who was an Ottoman governor of Nicosia city, built this fountain with the 'Great Medresseh' while he was constructing the Library of Sultan Mahmut II. During this period medressehs and libraries were believed to be complementary components. This fountain is located at the northern side of the Library. However, the misused and unkept Library was destroyed when the Selemiye Square was redesigned in the 1930s, leaving the fountain in the middle of some buildings. In 1980 the fountain was moved to its current location.
